Biographical / Historical

Stephen Gard Bickford was born in Lewiston, Maine, on December 7, 1954, and was educated at the University of Connecticut and the University of Idaho where he studied mathematics and architecture respectively. In 1980, Mr. Bickford accepted a position with the United States Air Force at Wright-Patterson Air Force Base near Dayton, Ohio, where he worked in the design and construction of Air Force facilities, building additions and renovations. In 1993, following President Bill Clinton's pledge to support the rights of gay federal workers, Bickford "came out" and began to advocate for the rights of gay Air Force civilian employees. On March 13, 1997, Bickford established USAF GLOBE (Gay and Lesbian or Bisexual Employees), a nationwide organization to help gay or lesbian civilian employees of the U.S. Air Force. The mission of USAF GLOBE was to educate gay and lesbian employees on their rights against non-job related conduct discrimination and federal guidelines related to sexual orientation.

Mr. Bickford served as the president of USAF GLOBE from 1997 to 2000.
